KOMPAS.com - Sebanyak 183 dosen tetap Institut Keguruan dan Ilmu Pendidikan Mataram, Nusa Tenggara Barat, mengancam mogok mengajar, akhir Oktober 2011. Ancaman itu dilontarkan karena pihak yayasan tidak juga merealisasikan pembayaran gaji tetap. Perlu diketahui, jumlah gaji tetap tersebut sama dengan upah minimum Provinsi NTB, yakni Rp 950.000.

Pada kenyataannya, menjadi dosen hanyalah persoalan bagaimana saya menjalani hidup dan bukan bagaimana saya mencari uang.

Pada saat yang sama, dari Jakarta dikeluhkan, gaji ilmuwan hanya sepertujuh dari Malaysia atau seperseratus dari Jepang. Menanggapi kecilnya gaji ilmuwan, pemerintah menyatakan bahwa jumlah itu seharusnya diterima. Sebab, memang tidak ada rencana kenaikan.
Dua kasus di atas memberikan gambaran tentang rendahnya penghasilan seorang ilmuwan. Jika menilik Undang-Undang Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional, untuk menjadi dosen, seseorang haruslah menamatkan strata dua, memiliki sertifikat sebagai pendidik, dan berada di bawah naungan institusi pendidikan.
Untuk memenuhi kualifikasi tersebut, seseorang harus menempuh pendidikan yang tidak singkat dan seleksi formal yang sangat ketat. Dengan kata lain, tidaklah mudah.
Akan tetapi, jika direfleksikan dalam sistem sosial, penghasilan itu menempatkan ilmuwan dalam satu kelompok dengan para buruh pabrik atau pekerja informal. Apa yang sesungguhnya terjadi di tengah-tengah masyarakat kita? Seberapa jauh sistem perundangan mampu mengakomodasi kepentingan para agen ilmu pengetahuan?
Pendapatan
Di negeri ini, berdasarkan data Kementerian Pendidikan dan Kebudayaan, jumlah dosen di PTN dan PTS sekitar 130.000 orang. Jumlah itu terdiri atas 70.000 dosen PNS, 50.000 dosen PTS, dan 10.000 dosen yang tak tercatat. Pendapatan mereka bervariasi berdasarkan institusi, jabatan fungsional, pengalaman kerja, dan pendidikan.
Jika pendapatan dosen PTN mulai dari Rp 1,5 juta hingga Rp 13 juta, dosen PTS jaraknya lebih sempit, yakni Rp 500.000 hingga Rp 3 juta.
Sementara itu, dosen yang berlindung di bawah institusi pendidikan partikelir telah hidup di antara jumlah satuan kredit semester (SKS) dan kebaikan yayasan. Berdasarkan UU No 14/2005 tentang Guru dan Dosen, tepatnya pada Pasal 72 Ayat 2 dinyatakan, dosen wajib mengajar 12 hingga 16 SKS. Apabila satu SKS dihargai Rp 50.000, si dosen hanya akan mendapatkan penghasilan Rp 600.000 hingga Rp 800.000 per bulan.
Apabila dibandingkan dengan para profesional di bidang lain, tentu angka tersebut terlihat "njomplang". Hal itu karena produk yang dihasilkan para dosen tidak bisa dikalkulasi secara kuantitatif. Contohnya, prestasi para profesional di bidang perbankan, manufaktur, penjualan, dan jasa dapat dilihat dari neraca rugi laba, keluar-masuk barang, dan kurva penjualan.
Sementara itu, seorang dosen hanya menghasilkan produk rencana proses pembelajaran (RPP), bahan ajar, modul, buku, dan makalah. Produk itu tidak memiliki korelasi dengan kenaikan jumlah mahasiswa atau berujung pada kenaikan pendapatan pengelola perguruan tinggi. Paling banter, dalam banyak kasus, gelar seorang dosen dijadikan untuk ”menakut-nakuti” para calon pengguna. Setelah itu, dosen hanya mewah di dalam kampus, tetapi merana di luar.
Faktor penghambat
Berdasarkan fakta di atas, ada dua faktor penghambat sehingga ilmuwan di Indonesia tidak berkembang. Pertama, mekanisme perundang-undangan yang ada tidak melindungi kepentingan dosen. Baik UU No 14/2005 tentang Guru dan Dosen maupun UU No 20/2003 tentang Sistem Pendidikan Nasional tidak menentukan standar kehidupan yang layak bagi seorang dosen. Apalagi, UU tersebut sekaligus menegaskan bahwa dosen tidaklah berlindung di bawah UU Ketenagakerjaan.
Diasumsikan, dosen bukanlah pekerjaan yang sudah pasti menuai penghasilan yang memadai. Pada kenyataannya, menjadi dosen hanyalah persoalan ”bagaimana saya menjalani hidup” dan bukan ”bagaimana saya mencari uang”. Ketika dunia digerakkan dengan mesin, dan segala-galanya diukur dengan uang, semangat ”menjalani hidup” itu hanya akan menjadi idealisme konyol di tengah gurita materialisme dan hedonisme.
Kedua, sistem sosial tidak memberikan ruang bagi kesejahteraan dosen. Pada era 1980-an, konsep pragmatisme perguruan tinggi dilaksanakan melalui rumusan link and match. Ini hanya akan menjadikan dosen sebagai pelatih yang mempersiapkan anak didik sebagai pekerja tanpa memiliki dimensi kreatif.
Pada era 2000-an, konsep pragmatisme itu diperbarui melalui pencanangan universitas riset. Dibayangkan bahwa dosen akan menghasilkan inovasi produk, tetapi pada kenyataannya inovasi itu telah diambil alih oleh lembaga-lembaga swasta yang memiliki dana lebih besar dan respons lebih cepat.
Pada era perdagangan bebas, ketika perguruan tinggi asing dapat dengan mudah masuk di Indonesia, perguruan tinggi telah bergerak lebih praktis dengan cara mendudukkan dosen sebagai pekerja. Sistem operasi perguruan tinggi telah menyamakan diri dengan sistem waralaba produk rumah tangga.
Sistem lemah
Gambaran di atas menunjukkan lemahnya sistem perundangan dan sistem sosial kita dalam melindungi kepentingan kaum ilmuwan. Dengan kata lain, kita tidak sekadar butuh ilmuwan yang mampu menghasilkan produk yang bisa dijual, tetapi juga sistem sosial yang dapat diandalkan untuk kehidupan para ilmuwan.
Pada kenyataannya, ilmuwan masa kini adalah orang pintar yang tidak dibutuhkan masyarakat. Pepatah Jawa, kebo bule mati setra, kerbau putih mati di lapangan. Kerbau putih adalah hewan yang sangat khusus karena hanya dimiliki oleh kaum bangsawan, tetapi harus mati karena tidak ada yang merawat. Ilmuwan telah menjadi komunitas asing yang kehilangan para penyokongnya.
